What Is the Passenger (P) Endorsement?
The Passenger (P) endorsement is added to your commercial driver’s license and authorizes you to drive vehicles designed to carry passengers — city and charter buses, transit vehicles, shuttles, and motorcoaches. It opens the door to steady, well-paying transit and bus-driving careers.
Since February 7, 2022, anyone adding the Passenger endorsement for the first time must complete Entry-Level Driver Training (ELDT) from a provider on the FMCSA Training Provider Registry. What does the Passenger curriculum cover?
The Appendix C curriculum covers basic operation of passenger vehicles, safe operating procedures, loading and unloading passengers (including standee line rules), ADA obligations, baggage securement, passenger safety briefings, and emergency procedures.

When do I NOT need the Passenger endorsement course?
ELDT is not retroactive. If you held a valid Passenger endorsement before February 7, 2022 and keep it current, you don’t need to complete the training. If you obtained a commercial learner’s permit before that date and get your CDL before it expires, you’re also exempt.
Does completing the theory make me eligible for the skills test?
The theory is one of two required parts. Once you complete both the theory and behind-the-wheel training and they’re reported to the FMCSA Training Provider Registry, your state confirms you’re eligible for the Passenger skills test.
